At What Cost? Incorporating the Social Cost of Carbon into State-Level Policies in New Jersey

This report examines the potential uses and applications of the social cost of carbon (SCC) in New Jersey’s state policy-making processes. The SCC is an economic tool that can aid decisionmakers in choosing between various policy options, by providing greater information about the potential costs of climate change damages and by ensuring that the social costs of climate change externalities are accounted for in the policy-making process. This report explores these potential applications and makes the case for a broad incorporation of the SCC.
